I, GREG WATKINS, candidate for the office of City Council of Shasta Lake to be voted for at the consolidated schools and special districts election to be held Nov 3, 2020, submit the following statement:
Education and Qualifications: I graduated from Central Valley High School in 1963, Shasta College, and Chico State with a BS in Civil Engineering. I am a Registered Civil Engineer and retired from the US Forest Service after 35 years of service.
During the past two years our City has made significant changes to our planning staff. As a result, I have heard far fewer complaints from residents desiring to make an improvement to their property or an addition to their home.
However, the City’s permit fees for some improvements to your property remain too high. Should there be an $80 fee to replace a hot water heater, or a $127 fee to replace your cooler?
If you have a large irrigated space or happen to have an accidental water leak, you will be billed for the extra water at double the normal rate. This is contrary to California law in Prop 218. High water uses can not be charged more than what it cost to deliver the water to them. Currently punitive water prices are subsidizing apartment type users. I will work to remedy this water rate which violates State laws. Redding for example has a lower and single rate per cubic foot for all water used. Price gouging of residents is unacceptable.
